Lawmakers favor fuel-tax hike

LINCOLN -- At the same time pump prices are rising, state lawmakers have decided that fuel taxes should increase.

The Legislature gave first-round approval to a spending bill and new method of taxing fuel on Wednesday. Combined with another spending increase already approved for the Department of Roads earlier this session, the measures could hike the price of fuel by 4 cents per gallon.

Supporters say the increase is needed to help build and maintain roads now in jeopardy because current fuel-tax revenue is expected to remain flat and hasn’t kept up with inflation.

“If we continue the status quo, we’re going to fall further behind,” said Sen. Deb Fischer of Valentine, the main sponsor of the bill (LB846).

“I’d say we’ve reached a crisis,” she said later.

But some lawmakers questioned the wisdom of hiking fuel taxes at a time when the economy is faltering and gas prices are reaching near-record levels. Not counting the spending increase approved previously approved by the Legislature, the measures voted on Wednesday could increase the fuel tax by 3.3 cents per gallon.

If approved, the increases would go into effect this summer and early next year.

“Many of our citizens are hard-pressed to pay more,” said Sen. Dave Pankonin of Louisville. “This is not the time to pile on additional taxes.”

One estimate from the state shows a $190 million shortfall for road construction by the end of the decade because of flat fuel-tax revenue and inflation.

Under the measure given first-round approval Wednesday, there would be a new 5 percent tax on the wholesale price of fuel, collected when the fuel is sold to retail stations.

Currently, there is a per-gallon tax that is only based on how much fuel is sold, not the price. The bill would maintain the fixed portion of the tax but reduce it by 8 cents per gallon.

But it would not change what is known as the variable portion of the current per-gallon tax. It fluctuates to ensure the state collects no more, and no less, for roads than what has been budgeted.

Despite the decrease in the fixed tax proposed in the bill, the wholesale tax would create a larger overall revenue stream for the state. But lawmakers would still be able to decide whether to tap the larger pool of dollars and increase the overall fuel tax.

That’s because the overall tax rate is determined by how much money the Legislature budgets for the Department of Roads. Even with the wholesale tax, they could choose, for example, not to approve budget hikes for the department. Doing so would trigger a decrease in the variable tax that would offset the wholesale tax.

“If we don’t increase the budget to take advantage (of the wholesale tax), the variable will decrease,” Fischer said. “It doesn’t automatically bring in more. We still set the budget. If the political will is there to take advantage of that revenue, the (Department of Roads) will benefit.”

Lawmakers had the political will Wednesday, voting to increase the department’s budget by about $16 million next year.

Estimates from state officials show that the wholesale tax could increase revenue by $52 million for road construction in two years.

One study shows a $190 million shortfall in the roads. OH MY GOD! We better get that fixed, because, that should take some priority!
Oh, by the way, how many of you out there are aware of the fact that Medicaid and Social Security are projected to be $53 TRILLION in shortfall once all the baby boomers start suckling on the federal teat?
Our current economy is worth $14.1 trillion. SImple math says, what kids? Anybody? Yes, that's right. The baby boom generation has succesfully bankrupted this country, and that's what they're leaving to their kids.
I don't think I've ever hated old people more than I do right now.

Simple math.

Based on 1 Gallon of gas.

Price $1.50/gallon (Price a few years ago.)
- 5% would be $.075/gallon

Price $3.00/gallon (Price today)
- 5% would be $.15/gallon

Price $4.00/gallon (Price this summer)
- 5% would be $.20/gallon

The higher the price, the less money people have, the more they are taxed.

I would see this great state not wanting lower gas prices as they make more money off higher prices. Higher prices = Happy Oil Companies, Happy States, Happy terrorists, broke consumers.

yeah sounds like he is about 18 years old. He certainly cannot be a baby boomer or he would realize why things are the way they are. The younger generation who does not know the meaning of responsibility and expects a free lunch and people who are not here legally are sucking everyone dry. The Baby Boomers are paying for way too many things that should not be paid by the government including therapy for snotty nosed kids who get in trouble. Without the baby boomers, you would not have many of the things you take for granted but you will find out what happens when they are no longer part of the work force. Remember what you said then, keep a fork and spoon handy.

Talk about poor timing. I don't know that we need 4 lane highways everywhere in this state.

Maybe someone at the Dept of Roads needs to be held responsible for signing us up for stuff we can't pay for?

In tough times individual taxpayers have to tighten their belts and tough it out by cutting back.

Why doesn't the state?

President Bush tried to get us down the road to repair of SS, but the opposition said "NO!" Note they did not offer alternatives, just criticism.

Bush did push through the prescription drug plan, which makes this situation even worse.

Bottom line? Government is not your friend. Quit voting for people who want to make it bigger.

The "baby boomers" have been PAYING into the SS fund all of their working lives. Now they can reclaim those wages that were DEDUCTED from their paychecks. Where do you ever get the idea that they are sucking from a Fereral treat? Try working like they had to do for 40+ steady years with this mandatory deduction from their paycheck only to find out some simple ___ politician passed laws giving this money to others who never had it coming

Yeah what planet are you from! It is not the Baby Boomers who are all working 2 jobs to support the irresponsible younger generation of unwed mothers and lazy people who wont work so they can have a free medicaid system. It is the baby boomers who support you! Look at the age of the people on food stamps. Younger LAZY people who take no responsibility for anything and just EXPECT everything. If you dont work you dont eat! That is supposed to be the way it should be but we have too many bleeding hearts in this country.

So they want to raise the fuel tax on Gas. gosh then we might be in the top 3 in the nation for the higher gas tax. Did the Nebraska leaders read the article in the OWH about the gaming commission in Iowa paying the state 1 billion dollars. Which went to the state for taxes and education and other areas. Maybe its time the leaders of Nebraska give up their pius views on gambling (we have it already) and allow the casinos in the state, which end up contributing money to the state. Who knows maybe our taxes would go down. Sorry I don't buy the excuse of all the problems casino's bring. You see we have them now. We are making it. Just think how much of the 1 billion dollars were from Nebraska!

I think it about time for another "Tea Party" People came to this country to escape the tyrany of a government of taxation without representation. We the people have about had enough. Our War President is bleeding us all to a slow death. Time for a major revolution! In tough times we all seem to do with less. Does our government follow the same mentality? Heck no! they have unlimited funds, just up the taxs and let the people pay for it all.

To yeah : I've been punching the clock for 31 years now paying in to the system. What have you been doing, playing Play station? I know your type, you go for a job interview, tell the person who interviews you can work any time, you get hired and bring in a list of days off you need for your all important social schedule the very first day of work, rendering yourself worthless to the employer! I've never hated young people more than I do now !

So you hate old people. Too bad because if it weren't for them you would not have what you do today. Change it if you can but I doubt you will. Just like most barn after the boomers, you have gotten lazy. The boomers created for their generation, things that did not exist when they were young. No TV video games, No internet for the public, Cars to fit all peoples tastes and laws to make life easier than it was.
Keep on complaining about the old people and see where it gets you. Didn't old people buy you gifts on Christmas and Birthdays?
You got everything you need in life right before you. stop whining and gather your generation to make the changes you want.
Taxes are a fact of life. Fuel, alchohal, tobbaco, guns, ammo, luxury items are taxed the most. If we want to quit paying the high taxes for fuel, we should quit using modes of transportation that use fossil fuels.
Property taxes have put a big dent in the baby boomers savings. These taxes are for schools. The school young people, who complain the loudest, use for their education.
Death and Taxes are the only two things in life that are real.

Baby Boomers have been paying in taxes all their lives. The lawmakers have been incapable of managing the nations finances, that's where the problem is. By the way I'm 33 years old. Go back to huffing paint and playing guitar hero.

Here are a few gas-saving tips:
Turn off your engine while waiting in line at the fast-food drive-up window.
Turn off your engine while waiting in line at the drive-up ATM.
Turn off your engine while stuck in traffic at the only major intersection in town.

Here's an even better gas saving tip:
Try walking that block and a half when you can't find a parking place in front of the door at Walmart instead of driving around in circles waiting for someone to pull out.

maybe airliners could fill their planes more then half ways instead of going across the country with a dozen people.

Do high school kids really need full sized pickups and suvs to drive to school. maybe licensing and taxing these vehicles should be higher to detour people from getting them.

Yeah,,, you truly do sound like a wet behind the ears punk. If you had a brain in your head, or the knowledge to absorb the info out there reference the medicaid/ssi issues, you'd realize that the program has been in downward spiral for years, and not just due to the baby boomers as you seem to think. Myself being a BB, have worked all my life, at times 3 jobs to pay for supporting my kids while being a one parent family. My rough estimate is that one of the jobs was equilivant to what was taken out for all the taxes and ss i had to pay in,, so don't you dare insinuate that "we" are the ones milking the system. I will not go into that, as the rest of us know where it is going, and it would open up a whole new can of worms on this forum. Since you have such a dislike for older people, i take it you have no relationship with your parents, grandparents, aunts and uncles. You must truly be a sad little person. I may not have a whole lot of money to leave my kids,, but i have taught them how to earn an honest living, be a repectable citizen of this town and country, how to respect others and their property, and they have shown me that i have done a damned good job at it. What you need to be able to accept, is that YOU are going to be an older person some day,,i pray that the next generation can put up with you and all your shortfallings.

So everybody that hates yeah so much...how much did the baby boomers pay into the system and how much are they taking out? Ok but everybody needs to GET ON THE TOPIC AT HAND....GAS TAX, NOT SS. i agree with the law makers, the higher gas tax is needed. if you do not agree then i hope that you're happy with 3rd avenue quality of roads across the state. i talked with several state senators recently and the tax is needed. Do you like the 4-lane that we all drive on from Cbus to Norfolk, where the shopping gets done? I sure do. Wouldn't you like some more businesses to look at Cbus as a possible location for a company, or even a store?? I sure would. 4-lane highway to I80=business looks at the community. If you don't want to pay the higher tax, then change Nebraska's statistics on obesity and WALK for a change.

Top 3? Far from it BT. Check the American Petroleum institute's website and get the facts before shooting off your mouth. Nebraska actually dropped their state excise tax by 4 cents a gallon in the last year, dropping us from 19th to 26th of highest gas taxed states.
