What makes a habitual criminal?

On Aug. 1, a man is to be sentenced in a drug sale case that is "enhanced" by numerous previous arrests and convictions. He may be sentenced under provisions of the state's "habitual criminal" law.

What do you think makes a person into a "habitual criminal?" Genes? Home life? Bad choices? Learned behavior from prison sentences? Share your thoughts ...
